yad upabhoktum kasmin api kārye upayoktuṃ yogyaḥ asti।

kecana rājānaḥ mantriṇaḥ vā prajādhanaṃ upabhogyaṃ manyante tathā ca te tasya anītyā balāt svārthe upabhogaḥ ca kurvanti।
